Participation in CIOPORA is a democratic process.  CIOPORA members express their views on the current state of the Plant Variety Protection and Intellectual Property via the CIOPORA Position Papers on Intellectual Property, which are adopted by vote during the CIOPORA Annual General Meetings or approved by written procedure as outlined in the CIOPORA Bylaws.
