In October 2017, The Department of Agriculture of Thailand (DOA) has released a list of draft amendments to its PVP Act of 1999. The proposed amendments, largely adopted from the 1991 UPOV Convention, which Thailand is not a member of, can be seen as country's effort to attract more foreign investment in the area of plant R&D. The draft amendments foresee longer protection terms, the introduction of EDV, and stronger restrictions on farmers' privilege.
